David Bezerra Ribeiro Soares is a Brazilian lawyer and politician , born on December 21, 1973, in Rio de Janeiro (RJ) . Before his federal career, he served in public life as a city councilor in São Paulo for three terms (2009–2018) , where he stood out for projects focused on environmental preservation, inclusion of people with disabilities, and improvements in the areas of education and health . He is the son of missionary and pastor RR Soares and has a law degree with postgraduate studies, combining his professional experience and religious background with his political activity.
In his political career , David Soares was first elected federal deputy for São Paulo in 2018 by the DEM (now UNIÃO) party and re-elected in 2022 , currently serving his term in the 57th Legislature (2023-2027) in the House of Representatives . Throughout the legislature, he has served as vice-leader of parliamentary blocs at different times in 2023–2025 , and within the legislative committees, he was the 2nd vice-president of the Communications Committee since June 11, 2025. He also serves as a member of the Communications Committee , the Science, Technology and Innovation Committee , and the Special Committee on Artificial Intelligence (PL 2338/23) , in addition to being a member of the Special Committee on the National Education Plan 2024-2034 (PL 2614/24) .
In the National Congress , David Soares has a continuous and productive parliamentary activity, with 107 proposals of his authorship and 13 reported in 2025 registered on the House of Representatives' portal. His work addresses social issues, rights, security and inclusion; among the projects he presented are PL 469/2024 , which deals with diverse themes in his initial work as a parliamentarian; PL 6091/2025 , which inscribes the doctor Juliano Moreira in the Book of Heroes of the Fatherland ; PL 6092/2025 , which prohibits the temporary release of prisoners according to articles 122 and 123 of the Law of Penal Executions (LEP) ; PL 5653/2023 , which amends the Accessibility Law to make it mandatory to offer motorized personal mobility facilitating equipment in commercial establishments ; Bill 2212/2024 , which includes incentives for projects aimed at the elderly in the Social Security Funding Law ; and Bill 3716/2024 , which proposes the inclusion of equine therapy in the Unified Health System (SUS) .
