Dagoberto Nogueira Filho is a Brazilian lawyer, business administrator, and politician , born on July 21, 1955, in São José do Rio Preto (SP) . He holds degrees in Law and Administration and began his public career in the state government of Mato Grosso do Sul, where he served as Secretary of Public Security, CEO of Detran-MS (the state traffic department), and Secretary of Production and Tourism , in addition to holding other public management roles before entering the federal legislature.
In his political career , Dagoberto Nogueira was a state representative in Mato Grosso do Sul from 2003 to 2006 for the PDT party and, from 2007 onwards, a federal deputy , elected consecutively for the legislatures 2007-2011, 2015-2019, 2019-2023 and 2023-2027 , currently affiliated with the PSDB party in the PSDB-CIDADANIA Federation . Throughout his terms, he held positions as vice-leader of the party and parliamentary blocs and was a member of permanent committees such as Finance and Taxation, Education, Health, Tourism, Agriculture and Environment at different times during the 57th Legislature, in addition to participating as an alternate member in other committees and in special committees on public security and federal competencies .
In the National Congress , Dagoberto Nogueira has a continuous legislative output, with over 118 proposals authored by him and 7 reported in 2025 registered on the House of Representatives's website. Among his most recent and relevant bills are PL 1678/2025 , which amends the Consumer Protection Code to extend the maximum term of payment plans for over-indebted consumers to ten years ; PL 224/2025 , which amends Law No. 13.303/2016 to include provisions on the prohibition of contracting with public companies and mixed-economy companies ; PL 2746/2023 , which establishes the National System for the Prevention of Cybercrime (SINAPE) ; and PL 4582/2023 , which provides for the guarantee of adapted transportation for students with disabilities . and also previous proposals such as Bill 3074/2019 , which deals with the co-officialization of indigenous languages in municipalities with traditional communities , in addition to other projects aimed at including vaccines in the National Immunization Program (PNI) and social protection.
