He graduated in medicine from the Federal University of Goiás (UFG) in 1975 and, before entering public life, was a sergeant in the Goiás military police.

Political Career

He began his political career when he was elected federal deputy for Rondônia three times consecutively, in 1994, 1998, and 2002. Among his main achievements, the following stand out:

  • He is the author of Bill 1942/2023 , which establishes a financial incentive called Bolsa Futuro, intended for low-income students completing basic education.

  • He is the author of Bill 1709/2024 , which amends Law No. 9,394, of December 20, 1996, which "establishes the guidelines and bases of national education," to provide for the acceleration of studies for students with high abilities or giftedness.

  • He was the rapporteur for Bill 6172/2023 , which amends Law No. 8,080, of September 19, 1990 (Organic Health Law), to establish a maximum period of one hundred and eighty days for the SUS (Brazilian Public Health System) to offer new medicines, products and procedures, or clinical protocols and therapeutic guidelines, counted from the date of publication of the incorporation decision.
