Clodoaldo Magalhães Oliveira Lyra was born on November 13, 1975, in Palmares, Pernambuco . A physician by training, he studied at the Federal University of Pernambuco (UFPE) before beginning his political career. After working for several years in state politics, he was elected federal deputy for Pernambuco by the Green Party (PV) for the 2023–2027 legislature in the House of Representatives .
His political career began in the Legislative Assembly of Pernambuco , where he served as a state representative for three consecutive terms between 2007 and 2023 , working on committees such as Finance, Budget and Taxation, and Health. In 2022, he joined the Green Party (PV) , with which he was elected to the National Congress. Within the party, in addition to leading the PV caucus in the House of Representatives, he was elected national vice-president of the Green Party in 2025 , reinforcing his influence within the party and on environmental and social issues.
In the National Congress , Clodoaldo Magalhães has an active parliamentary role and served as vice-leader of the Brazil Federation of Hope (PT-PCdoB-PV) at different times during the current legislature. He is a full member of the Health Committee and participates as an alternate member in committees such as Constitution and Justice and Environment and Sustainable Development , in addition to being a member of special committees such as the Energy Transition and Green Hydrogen Production Committee and the Health Agents and Endemic Disease Control Committee . According to official records from the House of Representatives, he has authored 127 proposals and is the rapporteur for 20 in the current legislature (2023–2025). Among his projects are Bill 2886/2024 (prohibits cosmetic surgeries on intersex babies), Bill 4946/2024 (establishes the National Policy for Sustainable Ecotourism), Bill 5440/2025 (creates the National Policy for Combating Climate-related Diseases), and Bill 4565/2025 (honorary title for the municipality of Inajá), among other legislative initiatives.
