Ciro Nogueira

Ciro Nogueira Lima Filho, born in Teresina, is a Brazilian lawyer, businessman, and politician, affiliated with the Progressistas (PP) party , of which he is the national president. He holds a law degree from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) , having begun his public life as the heir to a family with a long political tradition in Piauí: his paternal grandfather, Manuel Nogueira Lima , was appointed mayor of Pedro II shortly after the 1930 Revolution , and his father was elected federal deputy for two terms, in addition to other family members who entered politics. His uncle, Etevaldo Nogueira, was elected federal deputy for the state of Ceará in 1986 and 1990.

Political Career

A member of the former PFL , he succeeded his father as a federal deputy, being elected in 1994 at the age of 26, and re-elected in 1998. He was re-elected as a federal deputy in 2002, left the party he belonged to and joined the PP at the invitation of his father-in-law, the doctor and politician Lucídio Portela (PP) , winning a new term as a federal deputy in 2006.

Already affiliated with the PP party , he was elected senator of the Republic in 2010 with 695,000 votes, for one of the two seats in the election. Currently, he is serving his second term as senator for the state of Piauí.

On July 28, 2021, he was appointed by former President Jair Bolsonaro (PL) to the position of Chief of Staff , taking office on August 4. He was dismissed from the position on December 30, 2022.

Performance in the National Congress

The senator stands out for his fight against corruption and for improving the quality of Brazilian education and healthcare.

In December 2016, he voted in favor of the PEC (Proposed Constitutional Amendment) on the Spending Cap . In July 2017, he voted in favor of the labor reform . Furthermore, in October 2017, he voted in favor of maintaining Senator Aécio Neves's mandate, overturning a decision by the First Panel of the Supreme Federal Court in the case where he is accused of corruption and obstruction of justice for soliciting two million reais from businessman Joesley Batista .

Among his main achievements, the following stand out:

• He is the author of Bill 4868/2024 , which amends Law No. 14,133, of April 1, 2021, to prohibit the participation of relatives of heads of government branches in bidding procedures and to establish more effective mechanisms for monitoring and sanctioning this practice.

• He is the author of Bill 3057/2024 , which amends Law No. 9,394/1996 (National Education Guidelines and Bases Law) to guarantee the provision of adequate food that meets the nutritional needs of students. It also modifies Law No. 11,947/2009, creating a mechanism for public recognition of good practices in promoting healthy and adequate food in the National School Feeding Program (PNAE).

• He was the rapporteur for Bill 1393/2022 , which provides for the suspension, for the period mentioned, of the annual adjustment of prices for medicines and private health insurance plans.
