Celso Ubirajara Russomanno is a Brazilian journalist, presenter, and politician , born on August 20, 1956, in São Paulo (SP) . A law graduate, he has been nationally known since the 1990s for his "Consumer Patrol" segment on TV programs such as *Aqui Agora* and *Cidade Alerta* . He gained prominence by mediating consumer disputes before formally entering public life. Russomanno is also the author of books on consumer protection and president of an institute focused on this topic, which shapes an important part of his political identity.
In his political career , Russomanno was first elected federal deputy in 1994 , serving terms from 1995 to 2011 and returning to Congress in 2015 , being successively re-elected for the state of São Paulo until the 57th Legislature (2023-2027) by Republicanos-SP . In Parliament, he has held positions such as president of the Consumer Protection Commission and was president of the Mercosur Parliament in 2021 , in addition to working on fronts that mobilize agendas for consumer protection, citizenship and public services, always with a strong involvement in technical issues related to citizen defense.
In the National Congress , Russomanno has a continuous and extensive legislative activity, with more than 100 proposals of his authorship and several reports registered in 2025 according to the House of Representatives' website. In short, his work in the House of Representatives includes participation in permanent and joint committees and representation of Brazil in international organizations such as the Mercosur Parliament , where he was the 2nd vice-president of the Brazilian representation in 2025. Among the bills he has presented or that are on his agenda are PL 598/2025 , which adds article 31-A to the Consumer Protection Code to ensure the accuracy of images on product packaging ; PL 4451/2025 , which amends the Consolidation of Labor Laws (CLT) to set the deadline for payment of wages on the first business day of the following month ; and PL 4450/2025 , which regulates the activities of financial restructuring companies for debtors . Bill 4452/2025 , which amends the General Data Protection Law (LGPD) to require specific consent for the recreation of voice or image via technology ; and Bill 5844/2025 , which amends laws on civil mediation and public registries to make self-composition procedures for conflict resolution more flexible , reflect their focus on consumer protection, labor, data protection, and access to justice .

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
