Célio Studart Barbosa was born on June 19, 1987 , in Fortaleza, Ceará . He holds a degree in Law and works professionally as a lawyer and activist. From an early age, he was involved in political education and social causes, being the founder of the São Francisco Animal Defense Movement and the Politizar Institute , a non-governmental organization focused on teaching about politics and citizenship.
His entry into politics occurred in 2016, when he was elected city councilor of Fortaleza , being the candidate with the most votes in the city at the time. In 2018 , he was elected federal deputy , with more than 208,000 votes, becoming the second most voted in the state. Re-elected in 2022 by the PSD , he is currently among the main leaders of Ceará in the House of Representatives.
Célio Studart has distinguished himself through his consistent work on environmental, animal, and social causes. In 2025 , he authored 102 proposals and served as rapporteur for 11 projects , demonstrating his legislative productivity. He is a member of the Environment and Sustainable Development Committee , where he has served as 2nd vice-president since May 2025, and also chairs the Brazil-OECD Parliamentary Group , engaged in dialogue on climate and innovation.
His sustainable parliamentary stance is recognized by studies such as the Total Environmental Convergence Index (ICAT) , in which he obtained 88% and was ranked as the Ceará state representative most committed to environmental issues, placing him among the national leaders in the field.
Furthermore, she played a key role in establishing a national minimum wage for nurses , serving as president of the Mixed Parliamentary Front in Defense of the profession. On another front, she introduced a bill enabling farewell video calls between patients and family members during the pandemic, which became law after social mobilization.
