Trajectory

Caroline Rodrigues de Toni, born in Chapecó/SC on September 1, 1989, graduated in Law from the Community University of the Chapecó Region - Unochapecó in Chapecó/SC and holds a Master's degree in Public Law from the Estácio University Center of Santa Catarina in São José/SC. Before beginning her political career, Caroline worked as a lawyer at the Zancanaro Advogados Associados law firm and as a university professor, specializing in Constitutional Law. Since 2006 she has been a student of the philosopher Olavo de Carvalho .

She married Matheus Bortoluzzi, a businessman and son of a former mayor of Xanxerê, a municipality in western Santa Catarina, in September 2023.

Political career

Caroline de Toni began her political career in 2016 as a candidate for city councilor in Chapecó for the PP party, becoming the first alternate with 1,589 votes. In 2018, she was elected federal deputy for the state of Santa Catarina by the PSL party, obtaining approximately 109,363 votes. Currently, she is in her second consecutive term, having been the most voted deputy in the state, with a total of 227,600 votes in 2022. Caroline is currently affiliated with the Liberal Party (PL).

Performance in the National Congress

Federal Deputy Caroline De Toni has distinguished herself in the National Congress for her proactive work on several fronts. In 2019, she served as deputy leader of the government and held the position of 3rd Vice-President of the Constitution and Justice Committee (CCJ). She was the rapporteur for the PEC on Imprisonment in the 2nd Instance , the MEI Truck Driver , and Law 13968/19, which criminalized incitement to suicide and self-harm .

Among the 31 bills presented by the congresswoman, the following proposals stand out:

  • Mandatory teaching of standard Portuguese in Brazilian schools ;
  • End of the 30% quota for women candidates in proportional elections ;
  • Decriminalization of homeschooling ;
  • Relaxing the control, sale, and purchase of firearms in Brazil , consolidating the decrees on the subject issued by Bolsonaro into a single bill.

Caroline de Toni also participated in the Parliamentary Commission of Inquiry (CPI) on Fake News in 2019 and in the special commission to institute "printed ballots" in the 2021 elections, in which she expressed criticism of the commission's work, accusing its members of having transformed themselves into a "court of exception" aimed at persecuting the government and its supporters.

During her term, Caroline has positioned herself against the use of gender-neutral language in schools, against racial and gender quota policies, against the decriminalization of drugs, and in favor of the privatization of the Post Office and Eletrobras. She voted in favor of the pension reform in 2019 and against the tax reform in 2023. In January 2024, she had her first daughter, Betina, with whom she took to the floor of the House of Representatives to criticize France's decision to include the legalization of abortion in its Constitution .

Also in 2024, she was elected president of the CCJ .

Acknowledgements

Caroline de Toni received the Parliamentary Excellence Award from the Politicians Ranking every year of her first term (2019-2022) and every year of the 57th Legislature (2023-2026), being the 4th best parliamentarian in Santa Catarina and 67th in the overall ranking for the Legislature.
