Mauro Benevides Filho , born in Fortaleza/CE on March 15, 1964, graduated in Economics from the University of Fortaleza (Unifor) and holds a doctorate in Economics from Vanderbilt University in the United States. He also completed postdoctoral studies in Fiscal Policy at Columbia University in New York. He is a full professor in the Economics department at the Federal University of Ceará (UFC).
The son of former federal deputy Mauro Benevides, Mauro Benevides Filho built his career on a strong academic and technical foundation, becoming a reference in the economic field in Ceará and Brazil.
Mauro Benevides Filho began his public career as Secretary of Finance for the State of Ceará in three different administrations, being responsible for implementing fiscal policies considered innovative and nationally recognized. He was elected state representative for Ceará in 2014, serving until 2018.
In the 2018 elections, he ran for federal deputy for the PDT party, obtaining 173,777 votes and being elected as the party's most voted candidate in the state. In 2022, he was re-elected to the House of Representatives with 135,850 votes.
He is currently affiliated with the Democratic Labour Party (PDT) .
In the National Congress, Mauro Benevides Filho stood out as one of the leading figures in the PDT party's economic caucus. He was the rapporteur for important issues such as Tax Reform and the new Fiscal Framework, taking a critical stance against measures that, according to him, harm states and municipalities.
Mauro Benevides Filho has distinguished himself in the National Congress by presenting projects focused primarily on fiscal management and strengthening the federal pact. Among his main initiatives is PLP 58/2025 , which makes the use of resources from the National Health Fund more flexible for states and municipalities, allowing the reallocation of funds originally intended to combat Covid-19 to other areas of health, in addition to extending the deadline for their use. Another highlight is his role as general rapporteur of the 2nd Complementary Law Project of the Tax Reform (PLP 108/2024) , responsible for regulating central points of the reform, such as the creation of the management committee for the Tax on Goods and Services (IBS) and the definition of criteria for the distribution of revenue between the Union, states, and municipalities.
He was also the author of PLP 143/2020 , which had already addressed the flexibility in the use of health funds, guaranteeing greater freedom for states and municipalities to apply the resources of the National Health Fund according to their local needs. In the constitutional field, he presented PEC 12/2025 , which includes the president of the Central Bank among the authorities that can be summoned by Congress to provide information, increasing transparency and oversight of monetary policy. In addition, he proposed PL 3783/2024 , which amends the law regulating the nursing profession, redefining the working hours of the category and the scope of the national minimum wage.
