Carlos Henrique Focesi Sampaio (known as Carlos Sampaio ) is a Brazilian public prosecutor and politician born on March 31, 1963, in Campinas (SP) . A law graduate with a consolidated legal career before entering the legislature, he entered politics at a young age, serving as a city councilor in Campinas and a state representative in São Paulo . Sampaio possesses extensive public experience and alignment with issues of legal security, victim protection, and institutional strengthening , which has marked his parliamentary work over the years and his involvement in social, organizational, and anti-violence causes.
In his political career , Carlos Sampaio was elected federal deputy for the state of São Paulo in 2003 and is currently serving his sixth consecutive term in the House of Representatives (2003-2007; 2007-2011; 2011-2015; 2015-2019; 2019-2023 and 2023-2027) , initially affiliated with the PSDB and migrating to the PSD in 2024. Throughout his parliamentary career, he has held important party leadership positions such as leader and deputy leader of the PSDB at different times , was 2nd vice-president of the Council of Ethics and Parliamentary Decorum , and in March 2023 was appointed Ombudsman-General of the House of Representatives , a strategic role for the relationship between citizens and the Legislative House.
In the National Congress , Carlos Sampaio has a continuous and diverse legislative activity, with 49 proposals of his authorship registered in 2025 on the House of Representatives' website. Among the bills he recently presented are PL 6179/2025 , which amends the Maria da Penha Law (Law No. 11,340/2006) to make the determination of electronic monitoring of the aggressor mandatory in cases of protective measures that impose separation from the victim ; PL 6186/2025 , which amends the Beverage Law (Law No. 8,918/1994) to include the use of rapid tests for the detection of methanol in beverages by health surveillance ; and PL 1905/2025 , which amends the National Care Policy to promote the wide dissemination of its benefits. In addition to other projects such as Bill 3405/2024 , which increases penalties in the Penal Code for fires committed during drought or water scarcity , Bill 5052/2023 , which guarantees a maximum timeframe for access to cancer surgeries through private health plans , and Bill 3228/2024 , which grants the Municipality of Valinhos (SP) the title of National Capital of the Purple Fig . Its legislative agenda highlights a focus on victims' rights, consumer protection, public health, security, and regional development issues .
Acknowledgements
Carlos Sampaio received the Parliamentary Excellence Award in 2023 and 2026 from the Ranking of Politicians , being the 16th best parliamentarian in São Paulo and 71st in the overall ranking for the Legislature.
