Carlos Henrique Amorim Gaguim (known as Carlos Gaguim ) is a Brazilian politician, administrator, and businessman , born on April 21, 1961, in Ceres (GO) . He holds a degree in administration with postgraduate studies and began his public career in Tocantins , where he served as a city councilor in Palmas, state representative, president of the Legislative Assembly, and governor of the state between 2009 and 2010 , consolidating administrative and legislative experience before reaching the National Congress. He was elected federal deputy for Tocantins in 2014, re-elected in 2018 and 2022 , and is currently serving his third term in the 57th Legislature (2023–2027) representing the UNIÃO Brasil party (UNIÃO-TO) .
In his political career , Gaguim holds leadership and coordination positions within the parliamentary group and bloc, having served as deputy leader of the bloc (UNIÃO, PP, PSDB-CIDADANIA Federation, PDT, PSB, AVANTE, Solidariedade, PATRIOTA) at different times from 2023 to 2025. He also works intensively on permanent committees and prioritizes issues such as consumer protection, social security, social inclusion, and sustainable economic development . Furthermore, he was appointed coordinator of the Amendment Admissibility Committee of the Joint Committee on Plans, Public Budgets and Oversight (CMO) , a body that assesses the admissibility of amendments on budgetary and fiscal matters, reinforcing his technical role in the legislative process.
In the National Congress , Carlos Gaguim has an active and varied legislative career, with approximately 104 proposals authored by him and 6 reported on in 2025, registered on the House of Representatives' website. His work includes projects focused on social inclusion, sustainable agriculture, the rights of people with disabilities, and professional regulation : Bill 1413/2025 , which amends the heading of Article 49 of Law No. 8.171/1991 to include quilombola and riverside communities among the beneficiaries of agricultural financing ; Bill 6011/2025 , which establishes the National Policy for Encouraging the Implementation of Agroforestry Systems (PNA-SAF) ; and Bill 3971/2025 , which establishes the National Policy for Teaching Brazilian Sign Language to adults with hearing impairments . Bill 1412/2025 , which regulates the practice of marketing as a professional activity; and, in previous proposals, Bill 2018/2024 , which adds clauses to Law No. 4,769/1965 to include auditing and administrative expertise in the exercise of the profession of administrative technician , and Bill 2956/2022 , which amends the Brazil Aid Law to guarantee a monthly minimum wage to beneficiary indigenous families , initiatives that reflect its focus on family and sustainable agriculture, social inclusion, regulation of professions and the rights of vulnerable groups in the country.
