Carlos Francisco Portinho, born on July 2, 1973, in the State of Rio de Janeiro, holds a bachelor's degree in Law from the Pontifical Catholic University of Rio de Janeiro (PUC-RJ) and a master's degree in Public Law from the Getúlio Vargas Foundation (FGV). Before beginning his political career, Carlos Portinho worked as a lawyer specializing in sports law and as a university professor. He graduated from the Master's program in Public Leadership Management from the Center for Public Leadership – CLP in the 2014/2015 class.
Carlos Portinho began his political career as a parliamentary advisor to federal deputy Índio da Costa (2004 to 2009). He distinguished himself by drafting a legislative project (PLP 4004/2008) which, combined with another identical project of popular initiative, directly assisted in the drafting of the Clean Record Law.
Later, he served as the municipal secretary of Housing for the capital of Rio de Janeiro , during Eduardo Paes's administration, and as the state secretary of the Environment, during Luiz Fernando Pezão's government. In 2016, he ran for city councilor in Rio, receiving seven thousand votes, but was not elected. In 2018, he ran as an alternate for then-federal deputy Arolde de Oliveira, who was a candidate for senator for the state of Rio de Janeiro for the Social Democratic Party (PSD). In the election, Arolde obtained 2.3 million votes (17.06% of the total valid votes), being elected to the Federal Senate. During the election campaign, the politician had the support of presidential candidate Jair Bolsonaro (PSL), who asked his voters to vote for Flávio Bolsonaro (then in the PSL) and Arolde de Oliveira for senator . Portinho assumed office in 2020, after the death of Arolde de Oliveira .
During his tenure as senator, Carlos Portinho has distinguished himself through his work on issues related to infrastructure, urban development, and public policies focused on security and transparency. Among his main achievements are:
Rapporteur of the Emergency Constitutional Amendment Proposal (PEC 186/2019) , which sought to establish measures for fiscal control and rebalancing of public accounts;
Rapporteur for the Legal Framework for Startups;
Rapporteur for the Law of the Public Limited Football Company (SAF);
Rapporteur for the legal framework for the exploration of offshore renewable energies (PL 576/21);
Author of the Immunization and Health Safety Certificate (CSS) Bill;
Author of Bill 4000/21, which allows for the urban transformation of cities in the post-pandemic era, encouraging the conversion of property uses;
In 2022, he voted against the tax reform . He is the leader of the Liberal Party (PL) in the Federal Senate.

Carlos Portinho received the Parliamentary Excellence Award from the Politicians Ranking in 2021, 2022, 2023, 2024, and 2025, being the best senator from Rio de Janeiro and 5th in the overall ranking of the Federal Senate.
