Carlos Alberto Rolim Zarattini is a Brazilian economist and politician born on June 8, 1959, in São Paulo (SP) . He graduated in Economics from the University of São Paulo (USP) with a specialization in Transportation Engineering . He began his public career in the labor and municipal movements in São Paulo, where he served as a city councilor and Secretary of Transportation, participating in the creation of the Bilhete Único (Single Ticket ), a system that reduces the cost of urban transportation in the city. Zarattini has been a member of the Workers' Party (PT-SP) since 1987 and has a long history of advocating for social rights, democracy, and public policies aimed at reducing the cost of living for Brazilian families.
In his political career , Zarattini was first elected federal deputy in 2007 and is currently serving his fifth consecutive term in the House of Representatives (2007-2011, 2011-2015, 2015-2019, 2019-2023 and 2023-2027) representing the PT (Workers' Party) for the state of São Paulo , having been re-elected with 147,349 votes in 2022. He is the vice-leader of the Lula government in the National Congress , and has previously served as leader of the PT caucus and also leader of the Minority in previous legislatures, actively participating in the legislative articulation of the caucus and holding positions of vice-leadership of the party and bloc at different times.
In the National Congress , Carlos Zarattini maintains a prolific legislative output , with approximately 180 proposals authored by him and 2 reported in 2025 registered on the House of Representatives's website. He is a member of committees such as the Committee on Foreign Relations and National Defense (CREDN) , having been elected to the Joint Committee for the Control of Intelligence Activities (CCAI) representing CREDN, and participates in committees dealing with budget, defense, and international relations issues. Among his projects and proposals are Bill 892/2025 , which establishes the Special Program for the Sustainability of the Chemical Industry (Presiq) , focused on tax incentives and innovation for the Brazilian chemical sector; Bill 846/2025 , which regulates the practice of the marketing profession ; and Bill 1816/2025 , which provides national guidelines for actions to promote and value hip-hop culture . In addition to previous initiatives such as proposals on regulating lobbying activity (PL 1535/2022) and projects focused on national intelligence (such as PL 5139/2023, which amends the Brazilian Intelligence System law), Zarattini was also the rapporteur for Provisional Measure 1303/2025 , part of the fiscal package that alters the taxation of financial investments abroad and virtual assets, as well as presenting reports on budget projects and lobbying on issues such as combating corruption and defending social programs such as social electricity tariffs and gas subsidies .
