Bruno Marcello de Oliveira Lima (known as Delegate Bruno Lima ) is a Brazilian police officer and politician , born on August 25, 1986, in São Paulo (SP) . He joined the Civil Police at age 26 , specialized in Criminal Law and Procedure , and gained national prominence for his work combating animal abuse , especially in cases with high media and social media coverage, which boosted his public career before he was elected state and later federal deputy.
In his political career , Bruno Lima was a state representative for São Paulo in 2018 , elected with over 100,000 votes, and in 2022 he became a federal deputy for the Progressistas (PP-SP) party with 461,217 votes , being one of the most voted in the country in the election for the House of Representatives. In the House of Representatives (2023-2027) , in addition to legislating, he also served outside Parliament as Secretary of Innovation and Technology for the Municipality of São Paulo at various times in 2023 and 2024, later returning to his federal mandate.
In the National Congress , Delegate Bruno Lima has a broad and diverse parliamentary career, with 153 proposals of his authorship and 4 reports registered in 2025 on the House of Representatives's website. His legislative work includes projects focused on animal protection and crime , for example, PL 4875/2024 , which aims to amend the Environmental Crimes Law to criminalize zoophilia and provide for aggravating circumstances and measures applicable to the offender ; PL 2724/2025 , which proposes the prohibition of the use of animals in testing cosmetic and pharmaceutical products ; Bill 4399/2025 , which establishes national information policies on animal abuse; and others such as Bill 4937/2025 , which increases the penalty for false imprisonment in the context of family abuse , Bill 4323/2025 , which amends the Statute of Children and Adolescents to criminalize cyber enticement and increase penalties with the use of AI , and Bill 5556/2025 , which amends the Anti-Terrorism Law to include acts of armed criminal organizations , reflecting its focus on public security, human rights, protection of vulnerable people and animal welfare .
