Trajectory

Átila Sidney Lins de Albuquerque was born on November 22, 1950 , in Fonte Boa (AM) . He is a lawyer and economist by training, coming from a family traditionally linked to regional politics.

Political Career

Serving continuously since 1991 , Átila Lins is currently in his ninth term as a federal deputy for Amazonas , making him the parliamentarian with the most consecutive terms in the House of Representatives . He was a state deputy before that, with terms beginning in 1978, and has been affiliated with parties such as Arena, PDS, PFL, PPS, PMDB, PP, and currently, PSD.

Performance in the National Congress

As the most senior member of the legislature, he presided over the session for the election of the House of Representatives's Board of Directors, as stipulated by the Internal Regulations. He has previously served as president of the Committee on National Integration, Regional Development and the Amazon, and the Committee on Foreign Relations and National Defense .

He was the rapporteur for important legislative initiatives, such as:

  • PEC 103/11 , which extended the tax benefits of the Manaus Free Trade Zone until 2073;

  • PLP 91/03 , which recreated Sudam (Superintendency for the Development of the Amazon);

  • Bill 6727/13 , which became Law 13.023/13 , extended the reduction of the IPI (Tax on Industrialized Products) for the IT sector until 2029;

  • Provisional Measure 352/07 , which granted incentives to the digital TV equipment sector.

  • He was the 2nd vice-president of the National Integration and Regional Development Commission (until March 2025).

  • Treasurer of the Brazil–Georgia Parliamentary Group and 2nd Vice-President of the Brazil–Azerbaijan Parliamentary Group since February 2023.
