Arthur César Pereira de Lira was born on June 25, 1969, in Maceió (AL). He holds a bachelor's degree in Law from the Federal University of Alagoas. Originally a businessman and rancher, he is the son of former senator and current mayor of Barra de São Miguel (AL), Benedito de Lira, and Ivanete Pereira de Lira.
Arthur Lira's political career began as a city councilor in Maceió, elected in 1992 and re-elected in 1996. In 1998, he entered state politics as a state representative for Alagoas, being re-elected in 2002 and 2006. In 2011, he assumed his first term as a federal deputy, being re-elected in 2014, 2018, and 2022.
Presidency of the House of Representatives: elected on February 1, 2021, with the support of Jair Bolsonaro, he assumed the presidency of the House, re-elected for the 2023–2025 term with a record vote of 464 out of 513 deputies, a historic result since redemocratization.
Leadership and committee chairmanship: chaired the Constitution, Justice and Citizenship Committee (CCJ) in 2015, and the Joint Budget Committee (CMO) in 2016.
Reporting role: In March 2025, he was appointed rapporteur for the proposal that expands income tax exemption. Also in 2025, he served as rapporteur for the Special Committee on Amendments to Income Tax Legislation (PL 1087/25), a position he has held since May 6, 2025.
Political activity and agendas: in June 2024, he highlighted the urgency of controversial projects with strong support from conservative groups, such as the constitutional amendment that criminalizes the possession of any quantity of drugs, the end of plea bargains, and amnesty for parties for electoral quota fines.
Acknowledgements
Arthur Lira received the Parliamentary Excellence Award from the 2025 Politicians Ranking, ranking as the 2nd best parliamentarian in Alagoas and 44th overall.
