Arnaldo Calil Pereira Jardim, born in Altinópolis/SP on May 8, 1955, graduated in Civil Engineering from the University of São Paulo (USP). He was Director of the USP Student Union; Director of the São Paulo State Student Union; and Representative on the Administrative Council of the Advisory Council of ARTESP, Legislative Assembly of the State of São Paulo. Jardim also held important government positions, having been State Secretary of Housing between 1992 and 1993, and a member of the National Directorate of the Cidadania party . In addition, he served as Secretary of Agriculture and Supply for the state of São Paulo from 2015 to 2018.
Arnaldo Jardim began his parliamentary career in 1986, being elected state deputy for São Paulo by the PMDB. He was re-elected for three consecutive terms as a state deputy. In 2006, he was elected federal deputy by the PPS, now Cidadania, and has been successively re-elected since then, currently being a member of the Cidadania party. He is currently a federal deputy in his fifth consecutive term, having obtained 113,400 votes in the 2022 election .
Arnaldo Jardim's terms in office were characterized by their broad scope across diverse areas, addressing crucial issues such as education, housing, agriculture, and parliamentary representation.
In 2015, he assumed the presidency of the Parliamentary Agricultural Front , where he has worked to promote policies that benefit Brazilian farmers and the agricultural sector. Jardim also chaired the Environment and Sustainable Development Committee, where he led discussions on the rational use of natural resources and the preservation of biodiversity.
In 2016, he voted in favor of the impeachment process against then-President Dilma Rousseff . In recent years, he has stood out as a defender of tax reform and the simplification of the Brazilian tax system. In 2024, he was the rapporteur for the bill known as "Fuels of the Future ," which creates national programs for green diesel, sustainable aviation fuel, and biomethane, in addition to increasing the blending of ethanol and biodiesel in gasoline and diesel. He was also the rapporteur for the National Solid Waste Policy , Payment for Environmental Services , and Infrastructure Debentures , as well as the author of the New Law on Credit Cooperatives and FIAGROS (Investment Funds in Agro-industrial Chains) .
Currently, he is the vice-president of the Parliamentary Agricultural Front (FPA) and chairs the Parliamentary Front for a Competitive Brazil , Cooperativism, the Green Economy, and also the Special Committee on Energy Transition and Green Hydrogen Production.
Acknowledgements
Arnaldo Jardim was cited in eight consecutive editions of the publication "100 Heads of the National Congress," produced by the Inter-Union Department of Parliamentary Advisory (DIAP). He received the Parliamentary Excellence Award from the Ranking of Politicians in 2021 and in every year of the 57th Legislature (2023-2026). In 2024, he was awarded the title of best federal deputy in Brazil. In the accumulated total for the 57th Legislature (2023-2026), he was the 5th best parliamentarian in São Paulo and 15th overall in the accumulated total for the Legislature.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
