Antonio Poincaré Andrade Filho (known as Antonio Andrade or Toinho Andrade ) is a Brazilian politician and businessman , born on October 22, 1958, in Porto Nacional (TO) . A graduate in administration , he began his public life at a young age as a city councilor in Porto Nacional and later as a state representative in Tocantins for several terms, serving as president of the State Legislative Assembly for two two-year periods before reaching the National Congress for the first time. In 2022, he was elected federal deputy for the state of Tocantins with 63,813 votes , being the most voted candidate in the state for the House of Representatives in that election , and assumed his first term in the 57th Legislature (2023–2027) for the Republicanos-TO party .
In his political career , Antonio Andrade built a solid trajectory in the state legislature before reaching the federal sphere, transitioning through executive and legislative functions in Tocantins. In the House of Representatives, throughout the 57th Legislature , he was a member of permanent committees such as the Health Committee (full member) and the Communication Committee (full member since March 2025) , was an alternate member of the Urban Development Committee , and played a role in special committees such as the one dealing with PEC 014/21 (Health Agents and Endemic Disease Control) , of which he was 3rd vice-president and later full member .
In the National Congress , Antonio Andrade has an active legislative role, with 79 proposals authored by him and 26 reported on in 2025, registered on the House of Representatives' website. His work includes the presentation of bills such as PL 1154/2023 , which amends the Statute of Persons with Disabilities (Law No. 13.146/2015) to exempt motorized wheelchairs and their components from IPI ( Tax on Industrialized Products), reinforcing accessibility rights; PL 2863/2025 , which prohibits negative bets in fixed-odds betting , addressing the regulation of gambling; and PL 6224/2023 , which makes the training of volunteer firefighters mandatory in public and private educational establishments , an idea focused on prevention and school safety. These proposals demonstrate his agenda focused on social inclusion, security, and regulatory oversight at the federal level.
