André Peixoto Figueiredo Lima was born on November 10, 1966 , in Fortaleza (CE) . He holds degrees in Economics (1987) and Law (1995) from the Federal University of Ceará (UFC), with a specialization in Foreign Trade from the University of Fortaleza (UNIFOR). Before his national parliamentary career, he worked as a businessman, lawyer, and held positions in state and municipal public service, in addition to being a student leader in the university movement and presiding over and participating in party and student bodies of the PDT in Ceará.
Figueiredo joined the PDT (Democratic Labour Party) at a young age, in 1984, and has been a member ever since. He began his elected career as an alternate federal deputy, becoming a full-fledged deputy in 2005, during the 2003-2007 legislature. Since then, he has been re-elected several times to the House of Representatives, representing Ceará. He also participated in the Executive branch: he was Secretary of Sports and Youth in Ceará, Undersecretary of Urban Development and Environment at the state level, and served as Executive Secretary in the Ministry of Labor and Employment between 2007 and 2010. In October 2015, he took leave of his mandate to assume the position of Minister of Communications in the federal government, returning to Congress in 2016. Figueiredo has also held various party leadership positions within the PDT, including leader of the caucus, deputy leader, and currently holds a leadership position in the majority in the House.
André Figueiredo has distinguished himself through his parliamentary work focused on labor, education, digital inclusion , and strengthening mechanisms to promote science and technology. He is the author of several projects, one of which is very significant: Bill No. 847/2025, which amends the legislation of the FNDCT (National Fund for Scientific and Technological Development) to allow the use of accumulated surplus resources in reimbursable operations, expanding the potential for investment in innovation. This proposal was sanctioned and became Law No. 15.184/2025. He also authored a bill that makes the Sports Incentive Law permanent (PLP 234/2024). Furthermore, he chairs significant parliamentary blocs, such as the Majority Bloc in the House, which brings together various parties, and leads efforts on nationally relevant agendas.
