André Fernandes de Moura was born on December 10, 1997 , in Iguatu (CE). He is a trained political scientist with postgraduate degrees in Public Management, Constitutional Law, and Marketing, complementing his studies in International Relations. Raised in an evangelical home—his father is a pastor in the Assembly of God—he built his political experience through activism on social media and pro-Bolsonaro mobilizations.
He debuted in politics at age 20 as the most voted state deputy in Ceará in 2018 , being elected with 109,742 votes without the support of a party structure. In 2022, he was elected federal deputy , obtaining a significant number of votes in the state.
André Fernandes gained national prominence by positioning himself as one of the most active voices in the opposition to the current government. In 2025, he registered 107 legislative proposals as his own .
In the institutional field, he authored the request to create the Parliamentary Commission of Inquiry into the Coup Acts of January 8th , even though he was identified by the Federal Police as a possible instigator of the acts, which generated controversy. This episode adds to his recognition as the best federal deputy from Ceará in the 2025 Congresso em Foco Award , a reflection of his combative and visible performance.
In 2024, he entered the race for mayor of Fortaleza with strong evangelical support, reaching the second round and being defeated by a narrow margin—his campaign, although not victorious, further increased his political profile.
Acknowledgements
André Fernandes received the Parliamentary Excellence Award in 2023 and 2026 of the 57th Legislature (2023-2026) from the Ranking of Politicians , being the 1st best parliamentarian in Ceará and 48th in the overall ranking for the Legislature.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
