Trajectory
Altineu Côrtes Freitas Coutinho was born on September 13, 1968, in Niterói, Rio de Janeiro. A businessman by profession and with a higher education, he began his political career as a state deputy in Rio de Janeiro, being first elected in 2002 and re-elected in subsequent elections. In 2014 he was elected federal deputy for Rio de Janeiro and has since held consecutive terms: 2015-2019, 2019-2023 and 2023-2027, currently affiliated with the PL party.
In his political career, Altineu Côrtes held positions as deputy leader and party leader in parliamentary groups, in addition to occupying coordination roles in the state of Rio de Janeiro. He also served as Secretary of State for the Environment and Sustainability of Rio de Janeiro from December 2019 to October 2020.
In his work in the National Congress, Altineu Côrtes has distinguished himself through his active participation in important votes, his party leadership, and his assumption of a prominent position: on February 1, 2025, he was elected 1st Vice-President of the House of Representatives. He addressed topics such as infrastructure, oil and gas, logistics, and consumer rights, prioritizing demands from the north and northwest of Rio de Janeiro state. As rapporteur, he participated in the conversion of Provisional Measure 1093/21 into Law 14.360/22, which deals with the disclosure of the financial results of the General Social Security System (RGPS), and he was the rapporteur for Law 14.811/24, which classifies crimes such as the kidnapping of children or adolescents as heinous crimes.
Acknowledgements
Altineu Côrtes received the Parliamentary Excellence Award in 2023 and 2026 from the Ranking of Politicians , being the 3rd best parliamentarian in Rio de Janeiro and 55th in the overall ranking for the Legislature.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
