Alberto Barros Cavalcante Neto, known as Captain Alberto Neto, was born on May 5, 1982, in Fortaleza (CE). Before entering politics, he worked as an educator and in the military: he started as a teacher at age 17 and later joined the Brazilian Air Force as a flight controller sergeant. In 2008, he joined the Military Police of Amazonas, where he held prominent positions: commander of CICOM, ROCAM Platoon, deputy commander of the Tactical Force, and deputy director of the Social Communication Department of the PMAM.
In the academic field, he holds degrees in Public Security (UEA) and Law (UNICID), with postgraduate qualifications in Public Management (UEA), Legal Sciences (UNICID), and Higher Education Teaching (La Salle).
Captain Alberto Neto was elected federal deputy for Amazonas in 2018, with 107,168 votes (6.08%), and re-elected in 2022 with 147,821 votes, the second highest vote count in the state. He assumed his first term on February 1, 2019, representing the PRB party, and was re-elected in 2023 representing the PL party, which he joined in 2022.
In 2025, he participated in 204 roll-call votes in plenary sessions; he authored 750 proposals and was the rapporteur for 10 projects. In plenary sessions, he recorded 62 attendances, with 2 justified absences and 1 unjustified absence. In committee meetings, he was present at 72 meetings, with 19 justified absences and 2 unjustified absences.

Acknowledgements
Captain Alberto Neto received the Parliamentary Excellence Award every year of the 57th Legislature (2023-2026) from the Ranking of Politicians , being the 1st best parliamentarian in Amazonas and 51st in the overall ranking for the Legislature.
