Trajectory
Vinicius Rapozo de Carvalho was born on January 7, 1966, in Rio de Janeiro (RJ) and is a lawyer, journalist, communicator, and holds a master's degree in Public Administration, with specializations in Consumer Law and Social Security Law. In addition to his legal training, he worked for many years as a radio broadcaster and director of radio and TV stations , building a professional career in communication before entering politics. He is also a religious pastor and author of books on consumer rights.
Carvalho began his parliamentary career in the House of Representatives in 2007 , first representing Rio de Janeiro (2007–2011) and, from 2015, the state of São Paulo , being re-elected in 2018 and 2022 by the Republicanos party , currently totaling his fourth federal term for the period 2023–2027 . Over the years, he has held various leadership positions in the House, including leader of the Republicanos caucus and repeatedly deputy leader in parliamentary blocs , demonstrating strong performance in the internal articulation of the House of Representatives.
In the National Congress , Vinicius Carvalho has a broad legislative career, with hundreds of proposals authored by him and several reported on in the House of Representatives (197 authored and 9 reported as of 2025, according to official data). He participates as a full and alternate member in committees such as Consumer Protection (where he was previously a full member), Public Security and Combating Organized Crime, Labor, and Foreign Relations and National Defense . Among his projects are Bill No. 2469/2025 (provides for impediments for non-compliance with decisions of the Children and Adolescents Courts), Bill No. 2468/2025 (legal assistance to civil and federal police officers), Bill No. 2466/2025 (disclosure of the application of public funds to philanthropic hospitals and prioritization of the SUS), Bill No. 2465/2025 (fine for non-compliance with the quota for people with disabilities), Bill No. 1715/2024 (typification of moral violence against women), Bill No. 1687/2024 (burden of proof in cases of moral harassment), and previous projects such as Bill No. 2382/2022 (on disabling PIX) and Bill No. 1791/2022 (service in the Mais Médicos programs), reflecting social issues, consumer rights, labor and social protection.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
