Trajectory
Vicente Paulo da Silva (known as Vicentinho ) is a Brazilian politician, lawyer, and trade union leader , born on April 8, 1956, in Santa Cruz, Rio Grande do Norte (RN) . A metalworker by training, he was one of the main leaders of the Central Única dos Trabalhadores (CUT) and worked for decades defending workers' rights before entering institutional politics. He was first elected federal deputy for the state of São Paulo in 2003 and has held consecutive terms in the House of Representatives since then, currently in the 57th Legislature (2023–2027) for the Workers' Party (PT) in the Federação Brasil da Esperança .
In his political career , Vicentinho consolidated his role as an articulator of labor, social, and inequality-fighting agendas, having served as vice-leader of the PT (Workers' Party) and the Brazil Federation of Hope at different times throughout his mandates . He has been an acting alternate since February 3, 2025, in the current legislature after a brief absence, and is a full member of committees such as the Labor Committee and the Special Committee on the Regulation of App-Based Workers , reinforcing his focus on labor, employment, and workers' rights issues. In 2025, he presented 135 proposals of his own authorship and reported on 5 on the House of Representatives's website.
In the National Congress , Vicentinho's legislative work focuses on social protection, decent work, equality, and inclusion . Among the bills he has presented are: Bill 6265/2025 , which amends Law No. 6,259/1975 to make it mandatory for laboratories to report confirmed cases of malignant mesothelioma , aiming to strengthen public health surveillance ; Bill 6176/2025 , which provides for the participation of self-employed platform workers in the profits and results obtained by digital platform operating companies , expanding labor rights for app workers; Bill 5682/2025 , which establishes the National Day of the Bolivian Community in Brazil , promoting cultural recognition and social inclusion ; and Bill 5989/2025 , which amends the Consolidation of Labor Laws (CLT) to reduce the weekly working hours and prohibit work on Saturdays , seeking to reinforce workers' rights. Other previous proposals include Bill 2676/2022 , which creates the Federal Institute of Education, Science and Technology of ABC in Mauá (SP) , and Bill 3164/2023 , which deals with the movement of the balance of the FGTS linked account by retirees , demonstrating its activity in matters of technical education, social security rights and labor regulation .

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
