Trajectory
Valmir Carlos da Assunção was born on December 17, 1964 , in Itamaraju , Bahia. He began his journey as a farmer and social activist, standing out as one of the founders of the Landless Rural Workers Movement (MST) in Bahia. He was the first Black person from the Northeast to join the national leadership of the organization and played a fundamental role in the implementation of inclusive public policies, such as the creation of the Statute of Racial Equality and the Fight against Religious Intolerance , already in his first steps as a political leader.
Assunção began his political career in the Legislative Assembly of Bahia, assuming a seat as a state deputy in 2005 and being re-elected in 2006. Between 2007 and 2010, he served as Secretary of Social Development and Poverty Alleviation for the State , during Jaques Wagner's administration. In 2010, he was elected federal deputy and has since continuously served his parliamentary term, currently in his fourth consecutive term. He has also held leadership positions such as vice-leader of the PT ( Workers' Party) in several mandates.
Valmir Assunção has a consistent and rich parliamentary record in defending social issues. In 2025, he authored 76 proposals and participated in 193 roll-call votes in plenary sessions. He is a full member of the National Integration and Regional Development Committee and serves as an alternate member of the Agriculture, Livestock, Supply and Rural Development Committee , aligning with his history of fighting for agrarian reform and social justice.
Deeply involved in public policy, Valmir was the rapporteur for Provisional Measure 636/13 , which became Law 13.001/14 , favoring the renegotiation of debts for those settled under agrarian reform, a landmark in the agricultural agenda. He also participated in the approval of the Aldir Blanc Law (cultural promotion) and the Assis Carvalho Law (protection for rural workers), in addition to proposing relevant symbolic declarations such as the institutionalization of Black Awareness Day as a national holiday.
His work is recognized nationally: Valmir repeatedly ranks among the 150 most influential parliamentarians in the National Congress , according to DIAP's assessment, standing out as a rising leader in the fight for human rights, agrarian reform, and social justice. He was also awarded the title of Citizen of Serra Malha , a local recognition of his commitment to popular movements.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
