Trajectory
Ricardo José Magalhães Barros was born on November 15, 1959, in Maringá (PR) . An engineer and businessman, he began his professional career in the private sector before entering politics, which led him to build a long career as a parliamentarian and public administrator. He is a native of Paraná and holds a university degree, in addition to standing out for his work in technical areas related to economic and institutional development.
In his political career , Ricardo Barros was first elected federal deputy in 1995 and, with interruptions to assume positions in the state executive branch, served consecutive terms over decades, including periods in the years 1995-1999, 1999-2003, 2003-2007, 2007-2011, 2015-2019, 2019-2023 and 2023-2027 representing the Progressistas (PP-PR) party in the House of Representatives. During his career, he also held leadership positions in party and government in Congress and was Minister of Health in the government of Michel Temer (2016-2018) , accumulating executive and legislative experience.
In the National Congress , Barros plays a prominent role: in 2025 he will be President of the Science, Technology and Innovation Committee and will serve as vice-leader of the majority bloc (UNION, PP, PSD, Republicans, MDB, PSDB-CITIZENSHIP Federation, PODE) , a role that places him at the forefront of articulating strategic agendas for the House. In 2025, he has approximately 20 proposals of his authorship registered on the House of Representatives's website. In previous terms, he also presented projects such as PL 819/2022 , which dealt with the mandatory prior approval of a civil protection agency in risk areas for new public service connections , and PL 2567/2022 , which aimed to amend electoral rules to criminalize conduct related to the publication of electoral polls , among other proposals focused on infrastructure, security and regulatory issues.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
