Trajectory
Odair José da Cunha was born on June 18, 1976, in Piedade (SP) and is a lawyer and politician with a consolidated career in the federal arena. Affiliated with the Workers' Party (PT-MG) , he began his public career as a radio director in Campanha (MG) and parliamentary advisor before being elected federal deputy. He moved to Minas Gerais at a young age and built his political base in southern Minas Gerais, standing out as a party organizer and leader in the state PT.
In his political career , Odair Cunha was first elected federal deputy for Minas Gerais in 2002 and is currently serving his sixth consecutive term in the House of Representatives (2003–2007, 2007–2011, 2011–2015, 2015–2019, 2019–2023 and 2023–2027) , always representing the PT and the PT-PCdoB-PV Federation . During his parliamentary career, he held leadership positions within the party , was president of the PT's state directorate in Minas Gerais , served as vice-leader and leader of the PT in the House of Representatives in 2024 , and was a member of permanent committees, articulating agendas in defense of democracy, social rights, and regional development.
In the National Congress , Odair Cunha has a broad legislative activity, with proposals of his authorship registered in the House of Representatives — dozens of projects and varied social and economic themes under debate (74 in 2025, with 1 reported) according to the official record. Among the bills he presented are PL 2378/2025 , which amends Law No. 8,213/1991 to prohibit discounts on INSS benefits related to membership fees of associations and class entities ; PL 1026/2024 , which amends Law No. 14,148/2021 to establish reduced rates in the Emergency Program for the Resumption of the Events Sector (PERSE) ; PL 1027/2024 , which amends Law No. 8,212/1991 to establish reduced rates of social security contributions for certain municipalities ; Bill 2130/2024 , which establishes the "Mar de Minas" tourist region as a Special Area of Tourist Interest ; Bill 3309/2023 , which allows the transfer of electricity credits to charitable entities, public and philanthropic hospitals ; and Bill 3310/2023 , which ensures IPI exemption for people with disabilities who are beneficiaries of the Continuous Benefit Payment . These initiatives reflect its work in social rights, public inclusion policies, regional development, economic stimulus, and the protection of basic rights .

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.

Subject: Investigado por apropriação indébita de valores da Confederação Nacional dos Transportes. O inquérito foi instaurado para apurar movimentação financeira suspeita ocorrida no âmbito da CNT, revelada por Alexandre Romano em acordo de colaboração premiada firmado com MPF. A PGR ofereceu denúncia contra Odair e mais três pessoas, entre elas Romano. De acordo com o parquet Federal que nos meses de outubro e novembro do ano de 2013, o diretor da CNT, Aristides França Neto, com anuência do presidente, Clésio Soares De Andrade e, em unidade de desígnios e comunhão de esforços com Alexandre Romano, apropriou-se de valores da referida entidade e os desviou em benefício do deputado Federal Odair da Cunha. A 1ª turma do STF remeteu o inquérito à 1ª instância. De acordo com o ministro Fux, os fatos não estão relacionados ao exercício do mandato, razão pela qual não incide a competência constitucional do STF para seu processo e julgamento.
