Moses Haendel Melo Rodrigues was born in Sobral, Ceará, on June 6, 1978. He is the son of educator and businessman Oscar Rodrigues and Lourença Melo Rodrigues. He graduated from higher education and built his professional career in the education sector, where he served as pro-administrative director of the Higher Institute of Applied Theology (INTA) between 2005 and 2014, in addition to directing other technical and higher education institutions linked to his family. His entrepreneurial activity in the educational field consolidated his image as a manager and advocate for expanding access to education in Ceará.
Moses Rodrigues entered politics in 2014, when he was elected federal deputy for the then PPS party with 147,044 votes, being one of the most voted in Ceará in that election. Later, he moved to the MDB and is currently affiliated with União Brasil. In 2018 and 2022 he was re-elected, consolidating himself as a political leader in the state and achieving his third consecutive term in the House of Representatives. His career has been marked by agendas focused on strengthening education and defending public policies to reduce regional inequalities.
In the House of Representatives, Moses Rodrigues gained prominence for his strong performance in education. He was elected president of the Education Committee in 2023 and, in 2025, appointed rapporteur of the new National Education Plan (PNE) for the decade 2024-2034, with the responsibility of consolidating proposals from the government, civil society, states, and municipalities. He was also the rapporteur for the PEC of the fiscal package, which dealt with changes to the salary bonus, the Fundeb (National Fund for Basic Education), and budgetary mechanisms such as the Disconnection of Union Revenues (DRU). Among his most prominent bills is the proposal to create the Federal University of Ibiapaba (PL 5261/2016), aimed at expanding higher education in the interior of Ceará, and his co-authorship of a project that grants financial incentives to high school students in the public school system, benefiting millions of young people with monthly aid and annual savings. These initiatives reinforce their commitment to education, but also reveal their work in areas related to fiscal balance and advocating for greater decentralization of resources to states and municipalities.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
