Matheus Soares Noronha was born on September 10, 1998, in Parambu, in the interior of Ceará. Affiliated with the Liberal Party (PL), he is the son of Genecias Noronha, a former federal deputy, and Aderlânia Noronha, a state deputy, belonging to a family with a strong political tradition in the region. A businessman by profession, he began his public career at a young age, consolidating his political base through the influence of his parents and his work in his hometown.
Matheus Noronha's political career began in the 2022 elections, when he ran for elected office for the first time. He was elected federal deputy with 150,823 votes, a significant result that placed him among the most voted candidates of his party in the state. In 2023, he assumed his first term in the House of Representatives, representing Ceará and expanding the political space of the Noronha family on the state and national stage.
In the National Congress, Matheus Noronha has focused his work on issues related to regional development, energy, health, and agriculture. He is a full member of the Mines and Energy Committee and an alternate member of other permanent committees, including Health, Agriculture, and Economic Development. By 2025, he had presented 11 proposals of his own authorship, although he has not yet reported on projects that have become law. He is also a member of the House of Representatives's Black Caucus, reinforcing his participation in debates on racial equality and social inclusion. His parliamentary work has been marked by the defense of agendas that reflect both the demands of his electoral base in Ceará and national priorities in strategic sectors.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
