Luiz Carlos Motta, born in Ribeirão Preto/SP on April 24, 1959, holds bachelor's degrees in Business Administration and Accounting from the Faculty of Administration and the Faculty of Accounting Sciences of Tupã/SP. He is the licensed president of the Federation of Commercial Employees of the State of São Paulo (Fecomerciários) and the National Confederation of Commercial Workers (CNTC).
Luiz Carlos Motta began his union career as director of the Tupã Commercial Employees Union in 1977, later becoming president of Fecomerciários in 2007. In 2018, he was elected federal deputy for São Paulo with over 75,000 votes, becoming the first representative of the commercial workers category in the House of Representatives for the state. He was re-elected in 2022.
Throughout his terms in office, Luiz Carlos Motta has focused his efforts on defending the interests of the commercial sector, including the regulation of the profession, as well as allocating parliamentary amendments to municipalities in São Paulo, directed towards areas such as health, infrastructure, education, and public safety. In May 2019, he voted against Provisional Measure 870, which transferred the Council for the Control of Financial Activities (COAF) from the Ministry of Justice to the Ministry of Economy. In the second-round vote on the pension reform in 2019, he voted against the proposal, although his party supported it. In January 2021, he presented a bill including commercial workers in the priority queue for Covid-19 vaccination. In October 2023, he voted against a bill regulating the taxation of exclusive funds and offshore companies. In 2024, he served as rapporteur for the Union Budget. He is a member of the Labor Committee (CTRAB), having held its 3rd Vice-Presidency between 2023 and 2024.
Acknowledgements
Luiz Carlos Motta received the Parliamentary Excellence Award in 2023 from the Ranking of Politicians , with a score of 7.04 points, ranking him as the 18th best parliamentarian in São Paulo and 110th overall.
