Trajectory
Luiz Albuquerque Couto was born on February 13, 1945, in Soledade, Paraíba . A Catholic priest, university professor, and lawyer, he began his professional career in academia and pastoral work before entering politics with the Workers' Party (PT) . His social and educational work has been marked by the defense of human rights, themes he continues to emphasize in his public and parliamentary life.
Couto began his elected career as a state representative in Paraíba between 1995 and 2002 and, from 2003 , represented the state as a federal deputy in the House of Representatives , a position he has held for several terms, returning in 2023 for the 2023–2027 legislature . Throughout his parliamentary career, he served as vice-leader of the PT (Workers' Party) on several occasions and acted as a leader within the progressive caucus, in addition to presiding over the historic Human Rights and Minorities Commission (CDHM) in previous legislatures.
In the current legislature, Luiz Couto actively participates in committees, holding positions such as the Committee on Constitution, Justice and Citizenship (CCJC) and the Committee for the Defense of the Rights of the Elderly (CIDOSO) , in addition to being a member of the Committee on Human Rights, Minorities and Racial Equality (CDHMIR) . According to official data from the House of Representatives, he has over 340 proposals of his authorship and 17 of his rapporteurship registered in the system, with projects focused on topics such as the rights of the elderly ( PL 5763/2025 ), social inclusion and protection of children and adolescents in the digital environment ( PL 4694/2025 ), the National Public Restroom Program ( PL 4529/2025 ), and the establishment of commemorative dates and social programs such as PL 4159/2025 and PL 4020/2024 .

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
