Trajectory
Luis Carlos Heinze, born in Candelária/RS, is a Brazilian agricultural engineer and politician, former mayor of São Borja/RS, and has been a senator for Rio Grande do Sul since 2019, affiliated with the Progressistas (PP) party .
His political career began as Secretary of Agriculture in the municipality of São Borja/RS in 1989, and he was later elected mayor of the same municipality in 1993. In 1999, he won his first term as a federal deputy for Rio Grande do Sul and was re-elected for five more consecutive terms. In 2018, he was elected senator for Rio Grande do Sul, obtaining 2,316,177 votes, equivalent to 21.94% of the valid votes.
In the National Congress, Luis Carlos Heinze stood out for his work on agribusiness issues, presenting projects focused on the transportation and distribution of agricultural production. His actions made him one of the leaders of the rural caucus, serving as president and first vice-president of the Agriculture Committee in the House of Representatives.
However, the senator was also the target of controversy. During the COVID-19 Parliamentary Inquiry Commission, he was accused of spreading fake news in his pronouncements, such as the case of the audio with a statement attributed to Senator Otto Alencar (PSD/BA) expressing a favorable position on early treatment at the beginning of the pandemic in 2020. After assuming his seat as a full senator, his work also began to focus on investigating the actions of mayors and governors in combating the COVID-19 pandemic.
He voted in favor of the impeachment process against Dilma Rousseff (PT) . During the Michel Temer (MDB) government , he voted in favor of the PEC of the Public Spending Ceiling . In April 2017, he was in favor of the Labor Reform . In August 2017, he voted in favor of the process that requested the opening of an investigation against then-President Michel Temer (MDB) .
Among his main achievements, the following stand out:
He is the author of Bill 1280/2019 , which establishes special financing conditions for the acquisition of utility vehicles by professionals in agricultural sciences.
He is the author of Bill 3511/2019 , which amends Law No. 12,651 of May 25, 2012, to provide for the Environmental Regularization Program (PRA) and the Rural Environmental Registry (CAR).
He was the rapporteur for Bill 3701/2022 , which establishes the National Policy for Support and Incentives for Dairy Farming (PNAPL); and amends Laws No. 12,669, of June 19, 2012, and No. 13,860, of July 18, 2019.
