Trajectory
Júlio César de Carvalho Lima was born on August 25, 1948, in Guadalupe, Piauí . He is a lawyer, professor, and rural producer, with higher education and a long professional career before entering electoral politics. Affiliated with the PSD (Social Democratic Party), he was first elected federal deputy for Piauí in 1995 and is currently serving his seventh term in the 2023–2027 legislature in the House of Representatives .
His political career began at a young age in municipal representation and consolidated on the federal stage, with successive mandates since 2003 after a break in the early 2000s. In addition to being a federal deputy, Júlio César was mayor of Guadalupe (PI) on two occasions and held public positions such as director-president of state agencies, Secretary of Agriculture of Piauí, and Director of Administration and Finance of Conab , building a solid political base in the state. In 2022, he was the most voted federal deputy in Piauí , with more than 134,000 votes.
In the National Congress , Júlio César serves as a member of the Finance and Taxation Committee and is an alternate member of committees such as the Agriculture Committee and the Special Committee on Amendments to Income Tax Legislation (PL 1087/25). In 2025, he was the 3rd Secretary of the Board of Directors and, since November 2025, vice-leader of the Union, PP, PSD, Republicans, MDB, PSDB Citizenship and PODE bloc ; he also chairs the Brazil/New Zealand Parliamentary Group . By 2025, he had authored 92 proposals and reported on 1 in the House of Representatives, with projects focused on regional development, taxes, and public policies for states and municipalities.
