Trajectory
José Carlos Veras dos Santos, better known as Carlos Veras , was born on August 10, 1981, in Tabira, Pernambuco . Before entering elected politics, he worked as a family farmer and union member linked to the rural workers' movement in the state, especially in family farming and in the Central Única dos Trabalhadores (CUT-PE), where he was the state president before running for federal deputy.
He was elected federal deputy for the state of Pernambuco by the PT in 2018 , taking office in 2019 and re-elected in 2022 for his second term in the 2023–2027 legislature in the House of Representatives . Throughout his parliamentary career, Carlos Veras held internal leadership positions, such as vice-leader of the Brazil Federation of Hope (PT-PCdoB-PV) at different times, and gained political recognition, being highlighted among the most influential parliamentarians in the National Congress and elected first secretary of the Board of Directors of the House of Representatives in 2025 , a position with administrative and budgetary responsibilities for the House.
In Congress, Veras is intensely involved in legislative activities and committees. According to official data from the House of Representatives, he has authored 692 proposals and is the rapporteur for 2 in the current legislature, focusing on topics such as strengthening family farming, social rights, justice, and public policies for rural workers and communities. He chaired the Human Rights, Minorities and Racial Equality Committee (CDHM) early in his parliamentary career, served on important special committees, and coordinates fronts such as the Parliamentary Front for Popular and Solidarity Economy . Among his projects are Bill 1282/2024 (which amends the Guarantee-Harvest Fund to expand its coverage), Bill 1122/2024 (which deals with the registration of special insured individuals in the CNIS), and Bill 742/2025 (which creates the National Registry of Traditional Cinemas to strengthen cultural heritage), among other initiatives aimed at social inclusion, labor rights, and sustainable development.
