Hilkéa Carla de Souza Medeiros Lima, known as Carla Dickson , is a Brazilian physician and politician born on July 2, 1976, in Belém (PA) . A graduate in Dentistry and Medicine from the Federal University of Rio Grande do Norte (UFRN), with postgraduate studies in Ophthalmology, Morphological Sciences, and a master's degree in Biochemistry, she also worked as a university professor and healthcare professional before formally entering politics. Carla distinguished herself as a city councilor in Natal (RN) starting in 2017, where she developed public health projects and combated cervical and breast cancer, before reaching the House of Representatives as a federal deputy representing Rio Grande do Norte .
In institutional political activity, Carla Dickson holds a mandate in the 2023–2027 legislature for União Brasil (UNIÃO-RN) , having previously served as an alternate in 2020 in the previous legislature. She has served as Deputy Leader of the Government in the House of Representatives and currently serves as the 1st Deputy Attorney for Women , a position in which she coordinates initiatives related to the defense of women's rights within the House. She is a full or alternate member of several committees, such as Foreign Relations and National Defense , Science and Technology , Health , Social Security, Social Assistance, Childhood, Adolescence and Family , and Human Rights . Furthermore, she was elected national vice-president and director for the Northeast region of the Evangelical Parliamentary Front , expanding her work on religious and conservative agendas.
In her legislative work, Carla Dickson has presented several initiatives in the areas of inclusion, health, social assistance, and family rights, with a strong emphasis on policies aimed at people with disabilities and their families. Among the bills he authored are PL 1520/2025 , which establishes the Atypical Mother Assistance (AMA) to offer financial and psychosocial support to mothers and guardians of children and adolescents with severe disabilities or Autism Spectrum Disorder (ASD); PL 1939/2025 , which establishes tax incentives for companies that hire atypical apprentices ; PL 2163/2025 , which creates guidelines for inclusive education with specialized training for teachers ; and PL 6067/2025 , which amends the law on remuneration for resident physicians, in addition to projects such as PL 4949/2025 to establish the National Registry of the Single Registry for People with Disabilities (CadÚnico-PCD) and PL 4528/2025 for the National Policy for Attention to People with Neuromyelitis Optica (NMO). She also introduced Bill 792/2025 to create High-Performance Cyclist Protection Areas in the Brazilian Traffic Code and was previously the rapporteur in the Foreign Relations and National Defense Committee for the Juliana Marins Law , which deals with the free transfer of the bodies of Brazilians who died abroad.
