Heitor Schuch

Heitor José Schuch is a federal deputy for Rio Grande do Sul, elected by the PSB-RS for the 2023–2027 legislature. Born on March 25, 1962 , in Santa Cruz do Sul (RS) , he is a family farmer and has a political trajectory originating in the rural union movement, where he served as president of the Rural Workers' Union and FETAG-RS (Federation of Agricultural Workers) , defending family farming, Pronaf (National Program for Strengthening Family Farming), rural retirement, and better working conditions in the countryside before reaching the National Congress. At the state level, he served 3 terms as a state deputy in Rio Grande do Sul , which consolidated his legislative experience before his election to the House of Representatives in 2014.

Political Career

In his institutional political work, Heitor Schuch plays an active role in parliamentary committees and fronts that address structural issues for the countryside and regional development. He is a member of the External Committee on Flood Damage in Rio Grande do Sul , a member of the Brazilian Representation in the Mercosur Parliament , and a member of the Industry, Commerce and Services Committee in the House of Representatives, in addition to serving as an alternate member in committees such as the Agriculture, Livestock, Supply and Rural Development Committee and special committees on disaster prevention and health agents. His institutional work reflects his continuous advocacy for family farming, rural infrastructure, and sustainable development.

Performance in the House of Representatives

In his legislative work, Schuch has produced a significant number of proposals in social and economic areas, with a special focus on strengthening family farming and supporting small rural producers. Among his most relevant projects are PL 220/2025 , which amends the Proagro law to make access to the agricultural activity guarantee program fairer, especially for family farmers, prohibiting the use of the CAR (Rural Environmental Registry) as a criterion and preventing the accumulation of losses per CPF (Brazilian taxpayer identification number), approved in the House of Representatives's Agriculture Committee; PL 2424/24 , which guarantees priority access to resources and technical assistance for family farmers affected by extreme weather events; PL 761/2025 , which updates rules for temporary hiring of rural workers; PLP 67/2025 , which raises the annual revenue limit for MEI (Individual Microentrepreneur) to R$ 150,000 with adjustment for the IPCA (Brazilian inflation index); and PL 3270/2025 , which deals with the mandatory payment of INSS (Brazilian Social Security Institute) benefits by public institutions or credit cooperatives. These proposals demonstrate their commitment to social protection in rural areas, productive security, and legislative modernization focused on the agricultural sector and the local economy.
