Fernando Wanderley Vargas da Silva, known as Fernando Mineiro, is a federal deputy for Rio Grande do Norte, elected by the Workers' Party (PT) for the 2023–2027 legislature. Born on December 6, 1956, in Curvelo (MG) , he holds a degree in Biology from the Federal University of Rio Grande do Norte (UFRN) and began his political career at a young age as a teacher, union leader, and one of the founders of the PT and the Unified Workers' Central (CUT) in Rio Grande do Norte . Before reaching the National Congress, Mineiro served four terms as a city councilor in Natal and four terms as a state deputy in the Legislative Assembly of Rio Grande do Norte , where he stood out for debates on public education, social security, and social policies. Between 2019 and 2022, he served as secretary responsible for the Citizen Government program, a project financed by the World Bank focused on regional development.
Institutionally , Mineiro is the vice-leader of the Brazil Federation of Hope (PT-PCdoB-PV) in the House of Representatives and serves as a member of committees such as the Education Committee and the Special Committee on Energy Transition and Green Hydrogen Production , where he is also the 1st vice-president. He is also a member of the Special Committee on the National Education Plan (PL 2614/24) and an alternate member of committees such as the Environment and Sustainable Development Committee and the Artificial Intelligence Committee. His parliamentary work reflects his commitment to education, the environment, energy transition, and social inclusion agendas.
In his legislative work , Mineiro has presented proposals and defended agendas consistent with his history of social and environmental activism. One of the standout projects is PL 4386/2024 , which seeks to establish stricter environmental requirements for renewable energy projects above 3 MW, a project that generated technical debate due to its potential impact on the wind and solar sectors in Rio Grande do Norte. He has also taken a stand in relevant votes, being one of the few from the Rio Grande do Norte delegation to vote against the proposal for chemical castration for pedophiles in the House of Representatives's plenary session.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
