Ely Santos is the parliamentary name of Eliane de Sousa Alves , a federal deputy (Republicanos-SP) born on January 13, 1977, in São Paulo (SP) . A businesswoman by training with public involvement in the municipality of Embu das Artes (SP) , where she was Secretary of Social Development and president of the Social Assistance Fund before assuming her federal mandate, she is also the sister of Mayor Ney Santos and stood out regionally for her work on social inclusion and human rights issues before reaching the National Congress.
In her political career , Ely Santos ran for federal deputy in 2018 , becoming an alternate with approximately 49,426 votes and assuming the mandate on November 9, 2021, when the incumbent took leave, becoming the first representative of Embu das Artes in the House of Representatives at that time. After resignations and procedural changes, she returned to the House of Representatives as an acting alternate on July 5, 2023, for the 57th Legislature (2023-2027) for the Republicanos-SP party , representing the state of São Paulo. Throughout her tenure, she served as a full member of the Committee for the Defense of Women's Rights, the Health Committee, and the Committee for the Defense of the Rights of the Elderly , in addition to being an alternate member in committees such as Social Security, Social Assistance, Childhood, Adolescence, and Family .
In the National Congress , Ely Santos' legislative work focuses on social issues, human rights, women's protection, inclusion, and health , with approximately 40 proposals authored by her and 2 reported in 2025 registered on the House of Representatives' website. Among the projects she presented are PL 1761/2025 , which makes postpartum psychological support mandatory for up to six months in public and private health networks; PL 67/2024 , known as the " Jéssica Vitória Law ," which prohibits the disclosure of app conversations without the participants' authorization ; PL 2392/2025 , which establishes the Telehealth Expansion Policy and creates the National Telemedicine and Telehealth Database ; and PL 883/2025 , which addresses passenger rights in cases of reaccommodation on commercial flights ("Ingrid Guimarães Law") . and Bill 3522/2023 , which deals with freedom of worship and conscience . Its work also encompasses previous proposals such as Bill 4475/2024 , which creates the Statute of Persons with Autism , reinforcing agendas of social inclusion and civil rights.
