Dilceu João Sperafico is a Brazilian politician, lawyer, businessman, and rancher , born on January 26, 1948, in Santa Rosa (RS) . He holds degrees in Law and Philosophy and built a career in the rural and business production sector before entering politics, representing Paraná . His terms in the House of Representatives span several decades, with continuous service from 1995 to the current 57th Legislature (2023-2027) , making him one of the veteran figures in the Paraná federal delegation.
In his political career , Dilceu Sperafico was first elected federal deputy in 1994 , took office in 1995 , and was successively re-elected in all subsequent legislatures (1999-2003, 2003-2007, 2007-2011, 2011-2015, 2015-2019, and 2023-2027), always representing the Progressistas/PP-PR party . Throughout these years, he served as vice-leader of the PP in the House of Representatives and was president of the Agriculture, Livestock, Supply, and Rural Development Committee in previous terms, in addition to serving as a full member of committees such as Agriculture and specialized committees throughout his career.
In the National Congress , Sperafico's work focuses on agribusiness, regional development, property rights, and sectoral regulations , participating in debates on rural infrastructure, logistics, and legal security for producers. Among the bills he has presented are PL 3208/2025 , which grants the Municipality of Maripá (PR) the title of National Capital of Tractor Pulling ; PL 6331/2025 , which prohibits the importation of tilapia and byproducts ; and PL 2108/2024 , which amends the Statute of Children and Adolescents to expand the possibility of adoption by foster families . In 2025, he was also the rapporteur for PL 2908/2023 , establishing that the mere interest of the Public Administration cannot limit property rights, approved by the Committee on Agriculture, Livestock, Supply and Rural Development . Furthermore, he positioned himself favorably on issues such as amnesty in controversial plenary votes and defended tax breaks for productive sectors in public debates, reflecting his agenda focused on producers and the Brazilian productive sector.
