Carlos Alberto Richa, better known as Beto Richa, is a civil engineer who graduated from PUC Paraná and is the son of the former governor of the state of Paraná, José Richa. His political career is marked by various elected and administrative positions, mainly within the state of Paraná.
Beto Richa began his political career in 1994, when he was elected state deputy for the PSDB with 22,000 votes. He was re-elected as a state deputy in 1998, obtaining 44,838 votes. In 2000, he was elected vice-mayor of Curitiba. During 2001, he held the position of secretary of public works for the city.
In 2002, Beto Richa ran for governor of the state of Paraná and won 888,796 votes. From 2003 onwards, he assumed the presidency of the PSDB in Paraná. In 2004, he was elected mayor of Curitiba, obtaining 494,440 votes. His popularity remained high, and he was re-elected mayor of the city in 2008, with an impressive 77.27% of the vote (778,514 votes).
In 2010, Beto Richa was elected governor of Paraná in the first round, receiving 3,039,774 votes. His administration focused on investments in social areas such as education, affordable housing, public transportation, social protection, and urban infrastructure. He was re-elected governor in 2014 with 55.6% of the vote, continuing his policies.
In the 2018 elections, Beto Richa ran for senator but finished in sixth place with 377,872 votes. However, in subsequent elections, he was elected Federal Deputy with 64,868 votes, consolidating his political career.
Throughout his tenure, Beto Richa also stood out for creating laws and programs, such as the law establishing compensation for the families of former political prisoners and the proposal to create the State Fund for Drug Use Prevention. His work focused on social and economic improvements for the state of Paraná, attracting investments and promoting development.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
