Augusto Rodrigues Coutinho de Melo was born on October 22, 1962, in Recife (PE) and is a civil engineer by training. Before entering federal politics, he worked in public positions and in the private sector and has a long career in the state and municipal legislatures of Pernambuco. He is married and has held positions as a city councilor in Recife and a state representative in the Legislative Assembly of Pernambuco before being elected federal deputy.
His elected political career began at the municipal and state levels, having served as a city councilor in Recife in the 1990s and later as a state representative for Pernambuco for several terms. In 2011 he was elected federal deputy , and since then he has been re-elected to the House of Representatives, currently serving his fourth term in the 2023–2027 legislature for the Republicanos (PE) party .
In the National Congress, Augusto Coutinho has a continuous presence in committees and legislative proposals. In the House of Representatives, he is a member of committees such as the Industry, Commerce and Services Committee , the Foreign Relations and National Defense Committee , and the Special Committee on the Regulation of App-Based Workers (PLP 152/25) , where he was appointed rapporteur . He also previously served as 3rd vice-president of the Industry, Commerce and Services Committee (2024–2025) . According to official data, in the current legislature he has authored approximately 140 proposals and reported on 12 in the House of Representatives, with projects that include initiatives such as PL 1518/2024 (which grants the municipality of Tracunhaém the title of national capital of ceramic crafts), PL 4506/2024 (priority service for lawyers in certain cases), PL 4857/2023 (Emergency Program for Debt Renegotiation of Micro and Small Enterprises – Desenrola MPEs) and PL 4804/2025 (guidelines for assisting people with mental disorders in urgent situations), among other proposals registered in the House.
