Arlindo Chignalia Braga (known as Arlindo Chinaglia ) is a Brazilian politician and physician , born on December 24, 1949, in Serra Azul (SP) . A graduate in Medicine from the University of Brasília (UnB) , he began his activism at a young age in the labor movement, was one of the founders of the Workers' Party (PT) , and presided over the São Paulo Doctors' Union before entering the Legislative branch. He also served as a state representative for the State of São Paulo before reaching the National Congress.
In his political career , Chinaglia was first elected federal deputy in 1995 by the PT-SP and is currently serving his eighth consecutive term (1995-1999; 1999-2003; 2003-2007; 2007-2011; 2011-2015; 2015-2019; 2019-2023; 2023-2027) representing São Paulo in the House of Representatives . Throughout his career, he has held leadership positions in parties and the legislature , including Leader of the PT in the House of Representatives , Leader of the Government at different times , and was President of the House of Representatives between February 1-2, 2007 and February 2, 2009 , one of the most influential positions in the House. In April 2025, he was chosen as Majority Leader in the House of Representatives , playing a role in coordinating the agendas of the allied base, and was also elected President of the Mercosur Parliament (Parlasur) for the period of 2025 , focusing on regional integration and political cooperation.
In the National Congress , Chinaglia maintains continuous and comprehensive legislative activity, with 430 proposals of his own authorship and 3 reported on registered in the House of Representatives in 2025. Among some of the bills he authored are:
• Bill 6068/2023 , which regulates maternity and paternity leave guaranteed by the Constitution , creating parameters for the duration and sharing of leave between parents and expanding criteria for parental protection;
• Bill 1075/2024 , which amends provisions of the law governing fixed-odds betting , dealing with lottery rules and related activities;
• Bill 6534/2025 , which establishes the National Policy for the Prevention and Combat of Theft and Robbery of Cell Phones — an initiative focused on public safety in the face of the increase in these crimes;
• Bill 4014/2024 , which establishes specific rules for compensation for failures in the provision of electricity distribution services , with criteria for reimbursement and operational efficiency;
• Bill 234/2023 , which proposes the General Data Empowerment Law , addressing the data monetization ecosystem and amending complementary laws related to data protection in Brazil.
These projects reflect her work in labor and family rights, public safety, economic regulation, and consumer protection , as well as her technical and legislative experience acquired over decades in Parliament.
