Allan Quadros Garcês was born on August 30, 1969, in Belém, Pará. A physician and professor, he built his professional career in the health field, specializing in orthopedics and traumatology, and also worked as a teacher. He later settled in Maranhão, where he gained visibility for projects related to the care of injured people, health, and social inclusion, and decided to enter politics with the conviction of bringing this technical experience to the Legislative branch. He was an alternate, but assumed the position of federal deputy on September 13, 2023, for the 2023-2027 legislature, representing the PP party of Maranhão.
As a member of parliament, Allan Garcês also holds leadership positions in party blocs, having served as deputy leader in coalitions that include parties such as União, PP, PSDB, Cidadania, PDT, Avante, Solidariedade, and others. In Congress, he has presented numerous proposals, acted as rapporteur on matters of social interest and human rights, and defended conservative agendas, mainly on issues such as childhood, gender ideology, and security.
Among Allan Garcês's bills, some stand out: Bill 3122/2024 , which seeks to increase penalties for smuggling cigarettes or electronic smoking devices, adding fines and establishing stricter penalties in the Penal Code in cases of such smuggling. Another is Bill 119/2024 , which proposes the creation of adapted spaces for people with Autism Spectrum Disorder (ASD) in stadiums and arenas with a capacity of 40,000 people or more, with acoustic insulation and accessibility. He also presented Bill 732/2024 – “Cicatriza Já Policy” , aimed at specialized wound treatment in the SUS (Brazilian Public Health System), with units (SEAFs) for specialized care. He was the rapporteur for a bill that creates a list of fans banned from stadiums (Bill 6090/23) to curb violence at sporting events, with a fund to combat violence inside and outside stadiums.
Allan Garcês also gets involved with symbolic or public awareness projects: for example, he proposed establishing a National Day of Awareness about Craniosynostosis, a congenital malformation, to raise awareness about early diagnosis. He also presented a project to provide immediate legal protection to doctors who suffer threats or assaults in the exercise of their profession, with urgent protective measures even without a police report or legal proceedings in some cases.
In his work in Congress, Allan has been active not only in proposing bills, but also in reporting on various matters dealing with social issues, child protection, health, and public safety. He also participates in conservative legislative debates, especially on cultural and ideological agendas (childhood, sexuality, and gender), and advocates for stricter penalties for violent crimes, particularly crimes against healthcare professionals, in addition to proposing public policies aimed at the inclusion of vulnerable groups.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
